Peerplays mainnet software update

PBSA has released an update to the Peerplays Blockchain code for mainnet ('Alice') and recommends that Witnesses make the update as soon as possible. No hard fork is required.

The release consists of two fixes:
1. Bug where receiving blocks in the future would halt block production
